In Exodus chapter 17, the people grumbled against Moses and God because they had no water at Rephidim. For the third (3rd) time God was patient and merciful. He provided water by having Moses strike a rock with the staff.
So far on their post Red Sea travels they have needed water, then food, the water. God has very clearly been the One who has provided for their needs. God is attempting to train the people to depend on Him.
